Afghanistan Postal Regulatory Authority (APRA) issues postal service licenses to applicants in two categories by issuing an agreement and Operating license with the following specifications.

1, Domestic and International Postal Service license: by paying the amount of (20,000) US dollar or its equivalent in Afghani as the price of the license and providing the amount of (10,000) USD dollars or its equivalent in Afghani bank guarantee, paying 15% Commission of gross income to Government import account, establishment of post Offices in Kabul and provinces to provide Postal services for afghan Citizens.

2, Domestic Postal Service license: by paying the amount of (10,000) US dollar or its equivalent in Afghani as the price of the license and providing the amount of (5,000) USD dollars or its equivalent in Afghani bank guarantee, paying 15% Commission of gross income to Government import account, establishment of post Offices in Kabul and provinces to provide Postal services for afghan Citizens.

Based on the applicants request and after examining the postal market and the applicant’s ability in terms of the technical and financial issues and the proof of issuing the license by the MCIT official is issued.

The period of issuance license take 1  to 21 days and depend on submission of documents by the applicant during the licensing process, the postal license is valid for (5) years and can be extended for another 5 years by paying 50% of the original license price.
